Why was each family in Iraq allowed one rifle during Operation Iraqi Freedom?

The citizens in Iraq hate the terrorists as much as we do, they keep them to protect themselves from the terrorists. Al-Qaeda comes into their houses and kill them often and that's why they are aloud to keep one. They only can have so that they can stockpile weapons that can be used against American soldiers. I can see why you ask that question, your thinking about the war in a logical way, unlike many Americans. Keep it up!
