Is the Highlands (postcode IV5 7PP) cled as Mainland?

Just wondering if anyone knows if the Highlands (do they get stoned there?) is cled as Mainland UK, after all, why is it called Highlands (presumably because its at the top of the country on a big hill) if its attached to the Mainland? Or is it just a name that actually means nothing geographically.
