Why is Turkey NOT included in the Subway Five Dollar Footlong?

Turkey is the cheapest lunch meat available, yet it costs extra to get just a turkey sub. They offer you meatball, Italian, Cold Cut Trio, ham and cheese, even grilled chicken for only $5. Why is turkey not included?
