Why are some people who have no college degree holding managerial position for $70K+ an year?

and I with bachelor of science in mathematics can't find work. Time and again i have seen so many unskilled bozos holding positions that pay the price of phd in engineering and sciences. Yet they don't even know how to do algebra or have any knowledge of finance, accounting, etc etc. They just sit on their desks, drink coffee and order employee below them to do the work. Is this fair? When will such people get booted out? Also how do these people get such position? They will not even be able to p any course in university. Their emails consist of grammatical errors and spelling mistakes with little or no punctuation. But they make $70K+ an year. Why?
