Want to get a tattoo but not sure?

Basically, I want to get a tattoo. I haven't done any research so far, but if you could recommend some good informational websites that would be great! I also have some questions, like how old do you need to be to get one done by yourself? And what should I get? I want to get it on either my hip or low back (not like a tramp stamp) just so you cant see in when i wear a dress or go for interviews. Thanks for the Help!!
